In social development, social welfare is an important field. The
Development implies a progressive change from the existing situation to a
new situation through development of a social structure with equal
opportunities for every segment of the society. It is possible only if the
society is cohered in a unit and every segment of the society can avail all the available facilities.
Our society consists of different categories of
people having different economic and social status and strength. Neglected
sections which remained away from the main stream of development, are
termed as weaker sections. Central and State Governments are
providing special attention to these sections to enhance their
socio-economic status .
The Govt. is responsible for uplifting these
sections according to the directions of the Indian Constitution. In the
year 1951-52 the State Government decided to establish a separate department
for allround development of these sections and was named as “The
Backward Classes Department”. The object of this department was limited
and later on this
department was renamed as “Social Welfare Department” bringing
various aspects of general welfare under
its wings. By a notification dated 21.02.07, the domain of the
department has been changed as "Social Justice & Empowerment
Department".
The Social Justice & Empowerment Department in Rajasthan has
mainly concentrated its programmes towards the educational
and socio-economic development of the Scheduled Caste, Scheduled
Tribes and other Backward Classes alongwith welfare of handicapped,
destitute and needy children, women and aged persons.
The Indian Constitution
states, “the State shall
promote with special care the educational and economical interests of the
weaker sections of the people, and in particular of Scheduled Castes and
Scheduled Tribes, and shall protect from social injustice and all forms of
exploitation.” This goal as envisaged by the framers of constitution
has not yet been achieved. The Central focus of various development
programmes taken up by the
Social Justice & Empowerment Department
is directed towards equalisation of these groups with other population groups at all stages
and levels of educational and socio-economic development.
